This is the
first of several notifications that, beginning January 1, 2012, youth under 16
operating a Class I or III ATV (quads and motorcycles) will be required to
attend a hands-on training course before riding on Oregon’s public lands.
Currently only the on-line safety course is required to receive an ATV Safety
Education Card. In 2012 obtaining the card becomes a two-step process for youth,
where step-two is the receiving of hands-on training.
Because there are approximately 35,000 youth in Oregon that fall under these new
requirements, we strongly advise you to not wait until 2012 to get your child
into a training course! Instructors are in short supply in Oregon and we
anticipate that all training courses offered will be filled.
You can enroll your child now by contacting the ATV Safety Institute (ASI) for
quad training or the Motorcycle Safety Foundation (MSF) “Dirt bike School” for
off-road motorcycles.
ONLINE SAFETY TRAINING: Safety training becomes mandatory January 1, 2009, and is phased in according to the schedule below for quad and dirt bike operators riding on lands open for public use. There is no cost for this course or the ATV Safety Education Card you will receive upon completion of the course.
ATV SAFETY EDUCATION CARD: The card you receive after completing the on-line safety course must be carried on you person whenever you ride ATVs on public lands

Safety Training Exemption
Safety training isn't mandatory for riders using an ATV or off-road motorcycle for farming, agriculture, forestry, nursery, Christmas tree growing operations or when riding on private land.
